Can't edit labels in IE7

      When viewing a page in IE7, the pencil icon does not appear next to the "Labels" heading. This also means that there's no link and no dialog to update labels while viewing a page.

      The only way to edit page labels under IE7 is to edit the page and use the "Edit" link that appears next to the "Labels" heading.
