Building Confluence Source Release Fails due to Missing Files (artifacts)

Summary

Building Confluence source release failes due to missing files (artifacts) in public repositories. Adding setting.xml and trying the listed URL on this page does not help. They seem to be available on private repositories which can only be accessed by Atlassian staffs.

It seems that private repositories are not synchronised to the public ones.
