By default the Child Pages list on every page is collapsed/not loaded when a user is signed in. However, if anonymous access is enabled and you view the same page when not signed in, the Child Pages list is expanded.
This is inconsistent behavior and, on very large instances with lots of children pages, can cause performance issues/increased page load time.
