Work in progress - the BootstrapManager and SetupPersister are steps in the right direction but there are still too many calls throughout the codebase to bootstrapManager.isSetupComplete().

Perhaps this form of enquiry is needless in the running of Confluence. Mosts component called should understand that they wouldn't even be called if the environment wasn't bootstrapped and the setup was not complete.
