Situation:
1. A user is set deactive and is deleted afterwards while being in a deactivated state.
2. A new user with the same name as the deleted user is created

The user is able to log in without any problems. He can change his profile etc.
The bug is in the admin/Manage Users Panel. The newly created user appears deactive even if the user is able to log in and perform any other user action.
