Edit Page Restrictions doesn't work on EAC

      When attempting to alter the page restrictions on a page on EAC one of two things happen:

      1. On the "Edit" page, the restrictions link does not appear
      1a. Using Tools->Restrictions; you are presented with the Restrictions page, but there is no way to add restrictions

      2. On some pages the "Restrictions" link appears on the "Edit" page, but the changes are not saved.
