Tilde in http link is not handled correctly

      The following link (copy/pasted from an address line in FireFox)

      http://dev.eclipse.org/viewcvs/index.cgi/~checkout~/platform-update-home/dev.html?rev=HEAD&content-type=text/html

      Doesn't work-- The presentation is corrupted and clicking on the link doesn't go to the correct location.

      The tilde's are the problem and a workaround is to use %7e instead of ~.

      Seems like once I'm in a link "[http: ..." then ~ should not be treated specially until the link is closed with "]"
