Hard-coded help links in Dashboard welcome message should use the new configurable linking design

    Description

      At the top left of the Confluence dashboard is a welcome message. It contains the following text:

      Confluence combines powerful online authoring capabilities, deep Office integration and an extensive plugin catalog to help people work better together and share information effortlessly.

      Get started by creating a new space and adding users to join you.

      You can change this message to whatever you like.

      The above message contains 3 hyperlinks, on the following words:

      • creating a new space
      • adding users
      • change this message

      Currently the help links are all hard-coded to the full URL on CAC.

      Instead, they should use the new configurable and release-dependent design for help links, as described in CONF-11416.
