Link to the Velocity documentation in the "Edit site layouts" Help Tips section is wrong.

The link the Velocity documentation is wrong because Apache changed it. The link I'm referring to can be found at:

The link currently points to:
http://jakarta.apache.org/velocity

And should now point to:
http://velocity.apache.org/
