CONF-18409 has not been fixed in 3.2. There is only an empty folder entitled "output.log" appears in the path %userprofile%\AppData\Roaming\Atlassian Evaluation\work\confluence\3.2\confluence-home\logs (see screenshot). Tested on Windows 7 Enterprise and Windows XP.
In Windows Installer edition, atlassian-confluence.log and Tomcat logs are nowhere to be found. Not even in %userprofile%\Application Data\Atlassian Evaluation. Although there is a "View Log" option provided by the application, the screen buffer is too limited.
This would also make it harder to troubleshoot.
