After 3.2 upgrade, cannot drag and drop an image from location to another on the same page

•We recently upgraded from 2.8.1 to 3.2. While in Edit with the Rich Text Editor, he user was able to drag and drop an image in a page to another location in the same page. With 3.2 he clicks on the image. It is selected with a border around it, but it can't be moved. He clicks again, this time there is no border around the image, but there is a move icon. He can drag the icon to the location he wants, but when he drops it into the location, nothing happens.

To recreate this issue: Insert an image on a page. Create other information on the page. Try to drag and drop the image to another location on the page. Try it twice. The first time the border appears around the item; the second time the drag and drop icon appears, but the image doesn't move either time.
