Cannot generate PDFs of pages with certain symbols in the title

      Trying to export a page like https://extranet.atlassian.com/pages/viewpage.action?pageId=672170173 or https://extranet.atlassian.com/pages/viewpage.action?pageId=672170173 results in a 403 Forbidden.

      Copying the page with a title that does not include the % exports to PDF correctly.
