Rest Plugins have no Transactions

Currently only the prototype REST API has transactions due to the servlet filter mapping /rest/prototype/* - most REST APIs will also want transactions hence this should be /rest/*

In future transactions will be added to the REST plugin, but until this is done this is the easiest solution.
