Support case insensitive searches for space keys

    Description

      NOTE: This suggestion is for Confluence Server. Using Confluence Cloud? See the corresponding suggestion.

      Currently we retrieve spaces from the database in a case insensitive fashion, but this does not work for the space keys in the Lucene index.
      Thus we cannot use the index to find space keys in a case insensitive fashion.
