The daily email listing notifications of interest to the user included new users with modified user profiles.

We wish only to send out modified user profiles.

This issue is being added in hindsight to the fix. We simply built the changed user list by checking that the profile had been modified (lastModifiedBy()) by the user, which guarantees that the user has logged in and added content to their profile.
