With the new user migrations planned for Confluence 3.3, the fix license action isn't able to authenticate.

We'll remove the security here, and instead make the action only operate when there are Johnson events registered (i.e. the application cannot start). There's no problem that putting in an incorrect license can actually cause at this point – the server won't start anyway.
