When Confluence encounters a corrupt or unreadable confluence.cfg.xml, it just starts the setup process again. This can be at best really annoying, or at worst a serious security problem.

If confluence.cfg.xml is there, but can't be loaded, we should write a good log message describing what went wrong, post a Johnson event and just refuse to start at all.
