RTE has whitespace in drafts mode where the wiki markup help used to be

    Description

      I am sure this is a duplicate, but I can't find the original.

      With our new focus on the editor, we should fix this annoying bug. Hiding the wiki help works fine in regular edit mode, but when adding a new page, the wiki help box turns into a ugly white space when using/switching to the RTE.

      Hint: Watch out for browsers, themes, blogs vs pages, switching between all three modes, etc. Needs a lot of testing. Check out why it does work fine for editing pages.

      NOT for 3.1.0, but would be good to fix in 3.1.1
