CONFSERVER-14016 'Recently updated' shows the creation time for a blog post as the server time zone rather than a user specified time zone

This is actually not a bug, but the way that Confluence tries to handle posting dates that differ from the server and the user. When the server and user dates differ, Confluence tries to adjust the posting date to something that is between the two timezones. I'm not sure about the exact logic but I am told that this is the expected behavior.
