When using Confluence trunk (3.1-SNAPSHOT), the drop zone for images does not appear when inserting an image into a page. It only appears when inserting an image into a comment.

• Dashboard->Add Page->Next->Insert Image - there is no image drop zone (and a JavaScript error is thrown on IE, see CONF-17835)
• Cancel->Give the page a title->Save->Add Comment->Insert Image - the image drop zone is present here, as expected.

Does not reproduce on qa-eac (beta 2).
