When switching between the Attached and Web Images tabs on the Image Browser, the 'Border' checkbox moves around.

It is also not persisted when switching tabs.

This makes it slightly confusing to use - if I uncheck the box on the Web Images tab, then switch to the Attached Images tab, then it looks at first glance to be still checked. It is only if I stop and read the text that I realise the checkboxes are different on this tab.

I suggest that:

1. The 'Border' and 'Thumbnail' tabs are switched around (so that 'Border' is first on both tabs)
2. If I check/uncheck border on one tab, then the state should persist when I switch tabs
