The attachment links generated into the bottom of a page with attachments link explicitly to a certain version of the attachment, even if there is only one version of the attachment.

We've never actually needed the feature of being able to point into a certain version of an attachment but have had more than one occasion where

1) person A sends url of an attachment with version number to person B
2) person C uploads new version of the attachment over the old version
3) person B unknowingly opens the older attachment and not the latest version

Hence I think it'd be better if the "standard" URL to an attachment didn't actually include the version number at all and maybe add a new "Link to this version" into the listing that has the version number included.
