I would assume that users with edit permissions on a page should automatically be granted view permissions. However, they're not.

Start with an unrestricted page
grant someone edit permissions on the page (see below)
ask them to view the page
they can't because you haven't granted them view permissions

If someone can edit the page they should be able to view it.
