Incorrect error is given when user tries to upload an image which is larger than the maximum size allowed

      Edit the maximum size for attachments in the Admin Console.

      Use the new image dialog to try to upload a file which is larger than the allowed size.

      The following error is given:

      You are not permitted to attach files to this space.

      This message is incorrect, and could cause confusion.
