Unable to download PDF or PPT files that has umlaut character in the filename when using {viewfile} macro

      Bug Background
      1. When using {viewfile}, {viewpdf} or {viewppt}, if the file names contains umlaut character, user will not be able to download the attachment. Screenshot of {viewfile} attached
      2. Instead the user will see Page Not found page. Screenshot attached
      3. However, when downloading the files from the attachment page, user is able to download. The URL for this when you open the link in a new tab/window is as follows:
        http://localhost:8080/download/attachments/2424835/%C3%A4%C3%B6%C3%BC%C3%84%C3%96%C3%9C.ppt
        

        On the other hand, for the

        {viewfile}

        , you get the following URL:
