Email link should not appear for pages that the user is restricted from viewing

• Enable the Mail Page Plugin
• Create a page, and restrict the viewing
• As a logged-in user without viewing access, visit the page URL

The 'E-mail' link will still be available from the Tools menu. It doesn't do anything, but it should not be shown at all.
