AttachmentCreateEvent not published by Rpc method

    Description

      When a file is attached by the remote api, either XMLRPC or SOAP, no event is fired to indicate that the event has been attached. The attachment event is only fired when a file is attached through the webwork Action, that is, via the web interface.
