Cannot import data from setup wizard

      Going through the setup wizard, one of the options is to import existing data from XML.

      When I try to do this, Confluence immediately refeshes saying "Completion: 0% complete", and never updates any further:

      Clicking "Next" would leave you with no imported data. In the logs I see:
