Usability of Add Permissions page

      The first time I came on the add permissions page I didn't find it intuitive. The problem is that permissions, groups and users are stacked together. In fact groups and users belong together and permissions are appart.

      By seeing the Use Case phrased like:

      "add permissions to groups and/or users"

      I would then prefer the following visual arrangement
