Cursor should remain in place when applying formatting in the RTE

The fix for CONF-13482 means that a new line is entered after selecting a block quote.

This can be annoying for a user as the cursor is moved away from where they have applied the formatting.

• Create new page, and switch to RTE
• Select 'Code' from the formatting dropdown
• Begin typing

The code format is applied to the first line, and the cursor is moved to the second line. This means the typed characters appear underneath the code block, instead of inside it which is what I would expect.

The cursor should remain on the same line as the selected formatting style.
