Update Usernames in Notifications table to match LDAP users with different case

      Related to support case CSP-29092. We already have a similar utility for Permissions (that fixes CONF-10686).

      Could create a "fixCaseInNotifications" JSP linked to a "NotificationCaseFixer" helper class that updates the usernames in the NOTIFICATIONS table in a similar way to Permissions.
