Problem

Some users expect News Items to act in the same way as Pages - to be able to restrict permission when it is a "work-in-progress", and then take off the permissions when they want to publish it. This was found during user sessions.

Fix

Give news items permissioning capabilities.

Reason for severity

Users that have encountered this problem have worked around it in fairly complex ways. We would reduce these user's workload significantly by adding these permissioning capabilities.
