Serve static images with caching headers

      NOTE: This suggestion is for Confluence Server. Using Confluence Cloud? See the corresponding suggestion.

      All static images under /images should be served with caching headers. This should be done with our normal caching strategy of using /s/ like we do for our other web resources (js, css files).
