For some reason, the form method here is POST. This means that whatever versions you choose, the subsequent URL is /wiki/pages/diffpagesbyversion.action, which cannot be cut & pasted into an email as it does not represent the state of the page.

Subsequently, clicking the "Changes from .. to .." links results in proper GET requests which are bookmarkable.
