      Requests for resources with URL encoding such as:

      http://pacmoonlight:7050/confluence/s/1510/1/1.0/_/download/resources/confluence.web.resources%3Apage-editor/dwr-heartbeat.js

      fail on WebLogic 9.2.3 (and WebLogic 10.3).

      The AddPageJavascriptAcceptanceTest will show this problem.
