OSGi components used by other plugins are not refreshed

While preparing our demo for AtlasCamp, Don and I found out that uploading a new OSGi (plugins 2) plugin which exports a component does not replace the component that other plugins are using.

This seems to be true even if you uninstall and reinstall the plugin, rather than replacing it.

This is not a blocker for 2.10, but it is a bit annoying. Replacing component implementations at runtime is one of the big selling points of the new framework.
