Email notifications are blank

      Tomcat 4.1.30, Win2K

      After upgrading from 1.0.3a to 1.1.0 and fixing the mail configuration, we are gettting emails again. However, the notifications (from Watch this Page/Space) are empty. The subject line is correct but there is no corresponding body.

      This may only be happening with HTML emails, I didn't check with text-based emails.
