Reduce the time taken for a new Confluence instance to start

      Please see if there are any obvious optimisations that will help reduce the number of seconds that Confluence Standalone/Tomcat takes to start serving users. It currently takes between 60 and 80 seconds for an average desktop PC to start an 'almost empty' instance of Confluence 2.9.1. While restarts should be very infrequent once deployed, the initial delay could potentially frustrate a new evaluator, or system administrator.

      Online discussion at http://www.nabble.com/OpenEJB-Tomcat-Deployments-td20000994.html mentions that starting a very basic application can take up to 25 seconds and the same application running frameworks such as Hibernate/Struts can take up to 55 seconds, but it may still be worth a look to see if we can do better.
