getUsersWithConfluenceAccessAsList is really, really slow

This method performs a tremendous amount of queries, which get slower and slower as it loads more and more entities into the Hibernate Session.
This results in user creation / browsing taking an extremely long amount of time when there are many users in the system (and an unlimited license is not used).
