Use Xalan for PDF generation instead of Saxon

    Description

      CONF-8585 states that we should use Saxon, but I think that issue may be misleading.

      We already have Xalan as a dependency, and given the age of the version of Saxon we are using (and the fact more recent versions have dropped support for FOP) we should use Xalan for all XSLT operations.
