In case someone installs a plugin on it's Confluence instance that somehow manages to render the administration area unusable, we need a way to disable/uninstall this plugin. The idea is to create a very simplistic recovery console which will provide with a list of all plugins in the system and the ability to disable/uninstall it.
This becomes more important through the introduction of CONF-13079, which enables plugins to provide for example CSS which break the usability of the administration area.
