Text for plugin.repository.link is not translated on one node of a cluster when repository-plugin is loaded.

      Steps to reproduce:

      • set up a confluence cluster.
      • disable plugin-repository plugin
      • restart cluster
      • enable the plugin on one node
      • notice the broken link to the plugin repository on the other node

      This might be to do with the new atlassian-plugins.
