Add ability to tune caches from the UI

    • We collect Confluence feedback from various sources, and we evaluate what we've collected when planning our product roadmap. To understand how this piece of feedback will be reviewed, see our Implementation of New Features Policy.

      Currently the cache tuning process is cumbersome. It requires digging up the class name of the cache, placing it in two separate spots in an xml file, and restarting Confluence. It should be controllable from the UI.
