Menus look bad in IE7

      Found by Don in Blitztest:

      The menus are horrible on IE7. The Browse and user menus' highlights don't fill up the whole line. The highlighting is jittery, flashing on and off as I move the mouse. The last entries in the Tools menu have a highlight that is too short vertically
