Confluence builds break when license is expired

My dev license expired today since then I can't deploy and run my custom build.

Looking at the source code I see several issues:

• the upgrade manager runs the upgrade code (isUpgradeAllowed()) even when no upgrade is necessary
• the way how Confluence determines if the license is expired depends on when a build was created, and not when the last release date was, this very unfriendly to customers who pay for license and build confluence from the source code
