Extra newline appears when converting to H2 in a new page

      How to reproduce:
      *Open brand new wiki page.
      *Click in the editor to place the cursor in the editor.
      *Click the format dropdown to select Heading 2.
      *Type a few characters.

      Notice how a blank line appears above the Heading 2. If I click on it, the format bar reverts to saying – Format --.
