The installer permits Confluence to be installed and started as a service when Confluence is already running as a sevice.
This causes problems with the service (only one appears in the service manager, which the uninstaller often fails to remove).

The installer should detect if Confluence is already running and prompt the user to stop it before proceeding with the installation.
