Only "view page" links should go by page title, rest by page ID

    Description

      We run into lots of niggling problems with high-bit characters when we link to them by their title rather than by their ID.

      Ideally, only things we want to address externally: "view page" and "view blog posts" (and maybe page information) pages should use the page title as part of the URL, everything else should go by the page ID. It's safer that way.
