Confluence not able to handle attachments with non-ascii character in the filename

      Confluence instance configured with UTF-8 encoding (Tomcat, PostGreSQL, Apache)

      If there is a ' (double-byte single quotation mark) in the filename, you are unable to edit or remove the attachment. If you remove the ' character, then the file is handled ok, even if the name contains Japanese characters.

      This issue has also been reproduced when umlauts are present in the file name.
