If we creates a custom HTML through Administration console -> Look And Feel -> Custom HTML, then Confluence will double footer. For example, if we create the following HTML code in the section At end of the BODY:

<center><b>footer</b></center>

Then Confluence will double the above code. Please refer to the attachment for better clarification.
